MCPS switched to five divisions in cross country and track for a number of reasons. In the old system, the division with seven teams generally had more division meets and a longer division season compared to the other divisions. The seven team division was likely to see some opponents twice: the first encounter would not count in team standings. In the old system, there were more meets overall which created scheduling difficulty and stressed the shortage of officials.
The 5 division system allows for the division schedule to be done in 4 weeks (rather than 5), allows for more teams to have 3 meets (rather than 4), allows for more division champions, eliminates repeat matchups, and there are fewer meets overall (32) instead of the 36 or 38 from the old formulas. This last point alleviated scheduling constraints and alleviated the official shortage. One of the drawbacks was that one team per division would only have 2 division meets (MCPS mandates at least 3). So, coaches chose to schedule the teams with only 2 meets against each other in non-division meets.
